Section 00 11 13 ADVERTISEMENT FOR BIDS Sealed bids for the Cloquet Interceptor Rehab, WLSSD Bid Number 1449, will be received at the office of the Western Lake Superior Sanitary District (WLSSD), 2626 Courtland Street, Duluth, MN 55806-1894 until the BID CLOSING at 1:00 p.m., local time, on the 16th day of June, 2022, whereupon the bids will be publicly opened and read. No bids will be received after the BID CLOSING time. Description of Work: Work includes CIPP lining of interceptor sewer (27” & 54”), rehabilitation of five maintenance holes, rehabilitation of meter structure chambers, construction of a new sampling building, temporary conveyance, site grading and restoration. Each proposal must be enclosed in a sealed envelope, appropriately marked “Cloquet Interceptor Rehab – WLSSD Bid Number 1449”, and must be addressed to Ariel Wolf, Buyer, Western Lake Superior Sanitary District, 2626 Courtland Street, Duluth, MN 55806-1894. Starting February 1, 2022, an alternative means to disseminate public notices for bids and RFPs may be found at the WLSSD website, at https://wlssd.com/doing-business/bids-proposals as provided by Minnesota Statute 331A.03.” After the 6 months has passed, the public notices will no longer be published and will be available only on the website A MANDATORY PRE-BID CONFERENCE for this project will be held on June 2, 2022, at 10:00 am, local time, at the Western Lake Superior Sanitary District, 2626 Courtland Street, Duluth, Minnesota, 55806-1894. Representatives of the Owner and Engineer will be present to discuss the project. A site tour will be conducted as part of the mandatory pre-Bid conference. During the mandatory pre-Bid conference, prospective bidders will have the opportunity to ask questions relating to bidding or constructing the work under this contract. If deemed appropriate by the Engineer, questions that cannot be addressed by direct reference to the bidding documents will be the subject of an addendum issued to all plan holders. A BIDDERS FAILURE TO ATTEND THE PRE-BID CONFERENCE MEETING SHALL CAUSE ANY BID SUBMITTED BY THAT BIDDER TO BE DEEMED NON-RESPONSIVE AND WILL CAUSE SUCH BID TO BE RETURNED UNOPENED. All bids must be accompanied by a certified check, cashier’s check or bidder’s bond payable to the Western Lake Superior Sanitary District, as provided in the bidding documents. Said check and the amount thereof or the amount of bidder’s bond will be forfeited as liquidated damages if the bidder furnishing the same neglects or refuses to promptly carry out said bid or enter into contract or bond if the same be required by WLSSD. The owner reserves the right to reject any and all bids, to waive any irregularities, and to accept the bid deemed in the best interests of WLSSD. No bidder may withdraw his bid after the time established for receiving bids or before the award and execution of the contract, unless the award is delayed for a period exceeding sixty one (61) calendar days.
