PUBLIC NOTICE
City of Duluth MN, St Louis Co. is applying for Hazard Mitigation Assistance (HMA) funding from the Federal Emergency Management Agency for generators and a second transformer at the Water Pump/Water Treatment Plant for the Duluth area. The objective of HMA programs is to fund mitigation measures that reduce the risk of loss of life and property from future hazard events or disasters. The Generator grant would implement a back-up power solution for the Water Pump/Water Treatment Plant facilities, to address long-term resiliency of the water supply in the Duluth area for residential, commercial, and industrial sectors. Backup generators will provide power during emergency disruptions and a second transformer will provide redundancy to this community lifeline.
Under the National Environmental Policy Act (NEPA), federal actions must be reviewed and evaluated for feasible alternatives and for social, economic, historic, environmental, legal, and safety considerations. Under Executive Order
(EO) 11988 and EO 11990, FEMA is required to consider alternatives to and to provide a public notice of any proposed actions in or affecting floodplains or wetlands. EO 12898 also requires FEMA to provide the opportunity for public participation in the planning process and to consider potential impacts to minority and low-income populations. This notice may also fulfill requirements under Section 106 of the National Historic Preservation Act (NHPA). All necessary permits and approvals will be obtained prior to construction and completion of the project.
