The Duluth Airport Authority (DAA) has prepared a Draft Supplemental Environmental Assessment (SEA) evaluating a modification to the proposed action for the reconstruction of the runway at the Duluth-Sky Harbor Airport (Airport). Project Description: The DAA has begun reconstruction of the runway at the Airport to provide an approach clear of trees and any other obstructions. Prior to beginning of construction, the DAA [in coordination with the Federal Aviation Administration (FAA) and MnDOT Office of Aeronautics] prepared an Environmental Assessment (EA) to evaluate the proposed action in accordance with the National Environmental Policy Act (NEPA). The FAA signed a Finding of No Significant Impact (FONSI)/Record of Decision (ROD) in May 2015. Since receiving the FONSI, the DAA has recognized the opportunity to increase the runway width from 60 feet to a more desirable 75 feet. The increased runway width would provide enhanced safety compared to the 60 foot width. Therefore, an SEA has been prepared to evaluate the revised proposed action in comparison with the originally proposed action and the no-build alternative.
The revised proposed action (Alternative 5b Short) will widen the paved runway by 15 feet, which will increase impervious surface compared to the preferred action from the 2015 EA (Alternative 5a Short). Both Alternative 5b Short and Alternative 5a Short reduce impervious surface compared to the previous condition, due to shortening of the runway. Stormwater from the reconstructed runway will be treated by overland infiltration and filtration Best Management Practices. The revised proposed action has no effect on the overall footprint of the project compared to Alternative 5a Short, and proposes no change to aquatic resource impacts nor to the planned mitigation for fill in Superior Bay for the reconstructed runway.
