Electronic Bids for the WATER DISTRIBUTION SYSTEM project will be received by Twin Lakes Township, Carlton County, Minnesota, until 11:00 a.m., Central Standard Time on the 19th day of March, 2021, at which time the Bids received will be publicly opened and read aloud. Bids will be only be accepted through QuestCDN.com via their electronic VirtuBid™ online bid service. A virtual bid opening will be hosted using online meeting presentation software. Information to join the bid opening meeting will be provided, via addendum, to the plan-holders list. Bids and the responsibility of the bidders will be considered by the town board at 5:00 p.m. on April 7, 2021 at Carlton Fire Hall, 100 4th Street North, Carlton, Minnesota.
The Work of this Contract is generally described as follows: Installation of approximately 40,000 feet of water main including piping, valves, hydrants and service connections; providing dewatering services as required, traffic control for public and access for Contractor's equipment, and restoring areas disturbed by construction to original condition or as specified by Contract Documents. Most piping will be installed by trenchless methods.

WAGE RATES: Pursuant to Minnesota Statutes 177.41 to 177.44 and corresponding Rules 5200.1000 to 5200.1120, this contract is subject to the prevailing wages as established by the Minnesota Department of Labor and Industry. Specifically, contractors and subcontractors must pay all laborers and mechanics the established prevailing wages for work performed under the contract. Failure to comply with the aforementioned may result in civil or criminal penalties. Copies of these wage rates are on file at the office of the Town Clerk and are incorporated in the Contract Documents.
MANDATORY PRE-BID CONFERENCE: A VIRTUAL mandatory pre-bid conference will be held on Friday, March 5, 2021, at 1:00 p.m., to familiarize Bidders with this Project. During the mandatory pre-bid conference, prospective Bidders will have the opportunity to ask questions relating to bidding and constructing the work under this contract. If deemed appropriate by the Engineer, questions that cannot be addressed by direct reference to the bidding documents will be the subject of an addendum issued to all plan holders. A bid submitted by a Bidder that did not attend the mandatory pre-bid conference will be deemed non-responsive and the bid will not be opened.

BID SECURITY: Bid Security in the amount of not less than 5% of the Bid, in the form of a certified check, bank money order, or a Bid Bond, shall accompany each Bid in accordance with the Instructions to Bidders.
CONTRACT SECURITY: The Bidder to whom a Contract is awarded shall furnish a Performance Bond and a Payment Bond each in an amount equal to the Contract Price.
BID REJECTION/ACCEPTANCE: The Owner reserves the right to reject any and all Bids, waive informalities in bidding, or to accept the Bid or Bids, which best serves the interests of the Owner.
BID WITHDRAWAL: No Bid shall be withdrawn for a period of 60 days after the scheduled opening of the bids without the consent of Owner.
