HOUSING & REDEVELOPMENT AUTHORITY OF DULUTH, MN SECTION 8 PROJECT-BASED RENTAL ASSISTANCE

PROGRAM

The Housing & Redevelopment Authority of Duluth, MN (HRA) announces the availability of up to approximately 25 units of subsidy under its Section 8 Project-Based Rental Assistance Program. The HRA wishes to improve the existing rental housing stock and increase the supply of affordable rental housing available to low income households. Proposals will be accepted from owners, developers or other ownership teams who agree to construct or rehabilitate dwelling units for occupancy by tenants eligible for Section 8 rental assistance, VASH rental assistance, or a combination.

Financing for the construction or rehabilitation of the dwelling units must be arranged independently, as such funds are not available through the HRA. The property must be located in the city of Duluth. Owners must be willing to enter into a Housing Assistance Payments Contract with the HRA for a minimum of one year and maximum of twenty years.

HRA goals for the program are to contribute to the upgrading and long-term viability of the city's housing stock; increase the supply of affordable housing and location choice for very low-income households; integrate housing and supportive services; and promote the coordination and leveraging of resources.

The HRA, through this RFP, does not promise to accept any proposals and specifically reserves the right to reject any or all proposals, to waive any formal proposal requirements, to investigate the qualification and experience of any proposer, to reject provisions in any proposal, or to obtain new proposals. Proposals that do not meet basic program requirements or that are not sufficiently detailed or in acceptable form may be returned for completion or rejected by the HRA.
