Section 00 11 13ADVERTISEMENT FOR BIDS
Sealed bids for the Knowlton and Scanlon Grating Replacement, WLSSD Bid Number 1425, will be received at the office of the Western Lake Superior Sanitary District (WLSSD), 2626 Courtland Street, Duluth, MN 55806 1894 until the BID CLOSING at 2:00 p.m., local time, on the 11 day of March, 2021, whereupon the bids will be publicly opened and read. No bids will be received after the BID CLOSING time.
Description of Work: Provide all labor, equipment, and materials necessary to complete the Knowlton and Scanlon Grating Replacement project in accordance with the project plans and specifications. The project includes removal, replacement and reconstruction of the grating, structural beams and connections at the Knowlton Creek and Scanlon pump station wet wells. The work includes providing and installation of guard rails, safety tie-off points and davit bases.
Each proposal must be enclosed in a sealed envelope, appropriately marked "Knowlton and Scanlon Grating Replacement - WLSSD Bid Number 1425", and must be addressed to Betsy Bellmore, Buyer, Western Lake Superior Sanitary District, 2626 Courtland Street, Duluth, MN 55806 1894.
Digital contract documents are available at http://bids.wlssd.com for $25.00. Make sure to enter Quest project # 7515183. An optional paper set of project documents is also available for the Owner for a nonrefundable price of $100 per set. Contact WLSSD at 218-722-3336 for printed contract documents.
A MANDATORY PRE-BID CONFERENCE for this project will be held on the 2nd day of March, 2021, at 1:00 pm, local time, via Microsoft Teams online meeting. Please RSVP no later than March 1st, at 11 am. To RSVP, email Betsy Bellmore at betsy.bellmore@wlssd.com. WLSSD will add you to the Microsoft Teams online meeting and provide a call in number. Representatives of the Owner and Engineer will be present to discuss the project. During the mandatory pre-Bid conference, prospective bidders will have the opportunity to ask questions relating to bidding or constructing the work under this contract. If deemed appropriate by the Engineer, questions that cannot be addressed by direct reference to the bidding documents will be the subject of an addendum issued to all plan holders. A BIDDERS FAILURE TO ATTEND THE PRE-BID CONFERENCE MEETING SHALL CAUSE ANY BID SUBMITTED BY THAT BIDDER TO BE DEEMED NON-RESPONSIVE AND WILL CAUSE SUCH BID TO BE RETURNED UNOPENED.
All bids must be accompanied by a certified check, cashier's check or bidder's bond payable to the Western Lake Superior Sanitary District, as provided in the bidding documents. Said check and the amount thereof or the amount of bidder's bond will be forfeited as liquidated damages if the bidder furnishing the same neglects or refuses to promptly carry out said bid or enter into contract or bond if the same be required by WLSSD.
The owner reserves the right to reject any and all bids, to waive any irregularities, and to accept the bid deemed in the best interests of WLSSD. No bidder may withdraw his bid after the time established for receiving bids or before the award and execution of the contract, unless the award is delayed for a period exceeding sixty one (61) calendar days.
All questions about the meaning or intent of the Bidding Documents are to be submitted to the Engineer.
