ORDINANCE NO. 50
ORDINANCE PROVIDING FOR PARKING REGULATIONS ON CITY STREETS
The City Council for the City of Rice Lake, St. Louis County, Minnesota hereby ordains:
Section 1. Definitions
The word "vehicle" shall mean any device in, upon or by which any person or property is or may be transported or drawn upon a street or highway, including, but not limited to, motor vehicles and trailers.
Section 2. Maximum Time Limit Parking:
No person shall park a vehicle on any public street, highway or alley for more than forty eight (48) consecutive hours at any time.
Section 3. Parking During Winter Months:
A. Time Period Parking Is Prohibited: Parking is prohibited on any city street at all times from November 1 to April 30.
B. Removal by City: In case any vehicles are parked or left standing on the street in violation of this section, said vehicle or vehicles may be removed by or under the direction of any police officer or city employee. Removal of the vehicle by or under the direction of a police officer or city employee shall not prevent prosecution under this section. Within five days, excluding Saturdays, Sundays, and legal holidays, from the time of removal of any vehicle, notice of the removal or impounding, or both, as required by Minn. Stat. 168B.06, together with the designation of the pound, shall be given by the police officer or city employee to the registered vehicle owner and any lienholders of record.
Section 4. Parking Prohibitions On Specific Streets:
A. It shall be unlawful to park a vehicle at any time on Rice Lake Dam Road.
B. It shall be unlawful to park a vehicle at any time on any portion of city street signed as a 'no parking" zone.
Section 5. Towing Illegally Parked Vehicles:
Any vehicles parked in a manner inconsistent with this chapter may be towed and impounded by the city. The owner of any towed vehicle shall pay all towing and storage charges incurred by the city before the vehicle will be released from impound.
Section 6. Petty Misdemeanor Violation; Penalty:
Any person violating any provision of this chapter shall be guilty of a petty misdemeanor and upon conviction thereof, shall be punished by a fine not to exceed $300.00, or such other amount set by law, provided that the costs of prosecution may be added to such fine. Each act of violation and each day on which a violation occurs or continues is a separate violation.
Section 7. Effective date.
This ordinance shall be in full force and effect from and after its passage and publication.
