ELECTRONIC BIDS CLOSE FEBRUARY 7, 2019
NOTICE TO CONTRACTORS - Electronic Bids will be received until 10:00 a.m. on February 7, 2019, through Bid Express (https://www.bidexpress.com) for the construction of the County projects listed below.
Proposals will be opened and read publicly at 10:01 a.m. on the aforementioned date at the St. Louis County Public Works Department Large Conference Room, 4787 Midway Road, Duluth, Minnesota.
Read carefully the wage scales as they affect these projects.
Minimum wage rates to be paid by the contractor have been predetermined and are subject to the Work Hours Act of 1962, P.L. 87-581 and implementing regulations. Those which apply to these projects are set forth in the proposals for these projects.

1. CP 0000-275368 - 2019 Maintenance Striping
Maintenance of Pavement Markings on Various Streets and Highways within the City of Babbitt, City of Proctor, Town of Fredenberg, Town of Canosia, Lake County and St. Louis County.
2. CP 0000-424407 (Low Prime); CP 0003-426233, SAP 069-030-046 (Prime) consisting of 25 projects
South Scrub Seal 2019 - Bituminous Scrub Seal, Fog Seal and Pavement Markings.
Proposal/Plan Specifications may be downloaded through Bid Express (https://www.bidexpress.com). There will be no cost for plan/proposals, but bidders must register through Bid Express prior to bidding and submit their bids electronically through Bid Express. Bid Express does charge for this service, and bidders are encouraged to register well in advance of the bid closing date if they have not previously done so.
Electronic bids must be accompanied by a corporate surety bond in an amount which is at least equal to 5% of the total amount, and may be submitted electronically through Bid Express using Surety 2000 or InSure Vision Technologies, LLC, or as a hard copy by mail or other delivery method, either as a corporate surety bond or a certified check made payable to the County Auditor of St. Louis County.
If not submitted electronically, the proposal guaranty must be received at the St. Louis County Public Works Department, 4787 Midway Road, Duluth, Minnesota, 55811, in a sealed envelope marked clearly with the name of the bidder, type of work, and project number by 4:00 p.m. the day prior to the specified date of opening.
