The National Weather Service issued warning of heavy snowfall and rapidly deteriorating travel conditions, all of which came true in the first snow storm of winter 2016-17. But the Christmas City of the North Parade went on as scheduled the evening of Nov. 18 and Duluthians flocked downtown to watch.
