* The Duluth City Council at its meeting tomorrow night is expected to begin legal steps to annex almost half of Hermantown. Under the proposal, nearly 15 square miles of the township would become a part of Duluth.

* The Duluth Business Index for May was 1,235, up 23 points over April but still nine points below the May 1973 index. The index authors say the upturn may indicate a positive trend that will eventually match last year’s level.

* Duluth’s waterfront outlet mall will include a boardwalk extension and public parking but not a public dock when it opens next year. The public boat docks that residents saw depicted in earlier proposed drawings are not part of the financing package.

* The Minnesota Housing Finance Agency has set aside $900,000 to help first-time home buyers purchase homes in Duluth’s Central Hillside neighborhood. The low-interest financing, 6.2 percent for up to 30 years, is available from North Shore Mortgage.
