The Duluth Air Base held an open house yesterday to celebrate Duluth's selection as an All-America City by the National Municipal League. The event was highlighted by a free air show featuring the Snowbirds, a Canadian armed services aerial demonstration team.
A number of Northern Wisconsin counties and towns would qualify as distressed areas under President Carter's proposed urban program. Ashland, Bayfield, and Douglas counties would be eligible for bond issues of up to $20 million for industrial development under the program.

Empire Enterprises USA plans to invest an estimated $1 million to repair structural problems at the Meadows Townhomes in Hermantown. The New York company purchased the townhome development for $5.5 million this week at a public auction by the St. Louis County Sheriff's Department.
Contractors and suppliers have donated more than $75,000 in labor and materials for the $1.2 million health and recreation center being built at Duluth's Woodland Hills. The nonprofit organization must still raise about $450,000 for the project.
