Northern Natural Gas Co. announced yesterday it will ask the Federal Power Commission's permission for a 19-percent increase in wholesale natural gas rates for its utility customers. The proposal means about an eight-percent increase in natural gas costs for Duluth customers.
Asbestiform fibers found in urine specimens of persons who drank unfiltered Lake Superior water indicate there may be an increased risk of kidney cancer. That's the conclusion of Dr. Philip Cook, director of fine particles research at the Environmental Protection Agency laboratory in Duluth.

The fires in downtown Grand Forks are mostly extinguished, but floodwaters from the Red River of the North continue to rise. By the end of the day yesterday, most residents of the city of 51,000 were under an increasingly rigid order to evacuate.
A new Two Harbors law enforcement center is expected to open in July. The $2.8 million building will house police and sheriff's offices and a nine-bed jail, replacing the old jail that has been closed for years because of structural problems.
