Any time public money is spent for development — to put up an arena, college dorm or some other structure of public value — 1 percent of the construction cost is assessed and goes toward creating public art.

Less than two years ago a Public Utilities Commission was created in Duluth to set gas, water and sewer rates, among other duties. It was to include city councilors who’d watch out for the ratepayers who elected them and professionals who’d be able to spend the time necessary to weed through information and to make informed, intelligent and sometimes-hard decisions.

The New Orleans Saints knocked off the Minnesota Vikings in the 2009 NFC Championship Game. Turns out the Saints defense also was looking to pad their paychecks by knocking Vikings quarterback Brett Favre’s head off.
