Duluth’s leash law applies to cats as well as dogs. This law states domestic house cats must not roam free and must have a valid license and vaccinations. If outdoors, cats must be on a leash and be attended to for their safety.

I’ve just got to say that I was quite bothered with the Aug. 14 “Pets of the Week” feature in the News Tribune, in which it was stated that “Maddox” was used to staying in a crate when his people weren’t home. It was written as if this was a great quality for this dog to have.
