The city of Duluth fired another legal salvo at the Last Place on Earth, a local head shop, Tuesday, by serving owner Jim Carlson with a second notice of public nuisance, related to the business’ sale of synthetic drugs. A previous notice had been filed against the property at 124 E. Superior St. in August 2012.
