The Duluth school district lost 1,779 students during Superintendent Keith Dixon’s six years, according to Minnesota Department of Education figures. This fall, after opening five new schools, the district gained 24 students. Also lost during the Dixon era were about 115 full-time teaching positions, with more layoffs likely by spring. Class sizes will rise, making the chances of regaining lost enrollment less likely. The cost of the Red Plan is approaching half a billion dollars, including interest on bonds.
