Midtowne Manor resident Scott Campbell of Duluth sits and smokes on the foundation for a smoking shelter that is being constructed in front of the building. The shelters are being constructed to allow residents a place to smoke outside so they can comply with a no smoking policy that is in place at four of the city’s subsidized-housing apartment buildings.
