The city of Duluth has filed a lawsuit against the National Indian Gaming Commission seeking to overturn its 2011 order that essentially banned the Fond du Lac Band of Lake Superior Chippewa from sharing Fond-du-Luth Casino profits with Duluth as it had from 1984 to 2009.(File / News Tribune)
