Travel becomes tricky for residents when homeowners ignore Duluth’s shoveling ordinance

It’s a common problem around the Twin Ports: The snow hits the ground, but residential sidewalks are left unshoveled. Or the ones that are shoveled get a fresh coat of snow from plows clearing the streets.
