Duluth City Council OKs plans to annex Midway Township

Proctor’s plea for compromise was not enough to sway Duluth city councilors Monday night as they approved a joint resolution with neighboring Midway Township. The agreement could pave the way for Duluth to annex portions of Midway Township and possibly stave off Proctor’s attempts to do the same.
