Reader's view: Addiction a public health, not a moral, problem

The underlying cause of prescription narcotic abuse is addiction; and all of the scientific evidence supports the understanding of addiction as a chronic disease, a brain disorder (“Doctors, patients caught in the middle of narcotics ‘epidemic,’ ” Dec. 17).
