Two Duluth city councilmen and a Pike Lake state senator were named vice chairmen yesterday of a statewide committee promoting a constitutional amendment to establish a 99-member unicameral Minnesota Legislature. Harry Newby, Carlton County register of deeds, is leading the effort.
