Our view: Charter changes could rein in mayor, but at what cost?
Who can ever forget that bizarre moment in the autumn of 2005 when Herb Bergson fired the city’s chief administrative officer? The mayor taped a note to the office door of Mark Winson, who was at a City Council meeting. Then Bergson slipped away from City Hall and left town for San Diego and the decommissioning of the USS Duluth.
