Duluth's scaled-back street program ready for hearing

2.7 MILES THIS YEAR: While Duluth’s 13-year-old street improvement program will fix fewer streets than ever this year, Mayor Herb Bergson’s administration is moving forward with a less-thorough alternative that could smooth out almost twice as many streets for a fraction of the cost.
