City workers sheltered from huge increases in health costs

The breakdown in negotiations between the city and the American Federation of State, County and Municipal Employees, or AFSCME, has me disturbed (“State to join in union talks,” Oct. 11). I don’t think the average Duluthian fully understands what is happening.
