Reader's view: Why doesn’t city enforce snow-removal law?

If there is indeed a law on the books in Duluth forbidding the moving of snow from property and onto city streets, as mentioned in the Feb. 13 News Tribune (“Snow more breaking the law”), then why isn’t it enforced?
