Duluth City Council steps back from stringent sign code

After more than a year of debate, the Duluth City Council appeared ready to adopt a comprehensive new set of rules governing signs Monday night, but as Councilor Dan Hartman delved into the details before a final vote, he said he felt compelled to step on the brakes.
