New gun laws being proposed in Minnesota this year could create opportunities for the state to confiscate firearms from law-abiding people, criminalize the failure to report stolen property, prohibit nonresidents from carrying concealed weapons even if they have passed background checks and have undergone training, enhance the power of sheriffs to arbitrarily deny concealed-carry permits, prohibit the purchase of some of the most popular firearms in the state, prohibit private sales of firearms to otherwise-lawful buyers, and create a system for firearm registration in Minnesota.By: Russ Stewart, Duluth News Tribune
