Duluth City Council advances sign compromise; approves building buyout

Monday’s City Council meeting moved Duluth one step closer to adopting a new set of sign regulations that’s been more than a year in the making, and councilors also unanimously authorized the creation of a program to begin buying back flood-damaged buildings that could not feasibly be repaired.
