Other view: Give Dayton credit for common-sense budget

Last month Minnesota Gov. Mark Dayton unveiled a biennial state budget proposal like nothing this state has seen in decades: lower tax rates, higher tax rates, new tax rates, more spending, less spending, new spending. His ideas have some special interests screaming and others singing. Meanwhile, policy wonks scramble to add up all the “ifs” and “buts” to see how (and if) the plan pays for the state’s next two years of governance.
