Initiative to keep Duluth sidewalks clear of snow fizzles

It was far from a novel concept: Round up some volunteers, get the city and local organizations involved and make a community-wide push to keep sidewalks clear of snow. But after just two years, the Duluth Digs: Winter Mobility for All program is already a forgotten effort.
