St. Paul man accused of homicide in car-surfing death charged with 3 felonies

Cole Tyler Fohrenkamm, 21, was charged Wednesday with one count each of homicide by intoxicated use of a vehicle, first-degree recklessly endangering safety, and homicide by negligent operation of a vehicle.
