New Kozy partnership, new plans to save Duluth building

In the two years since fire closed the Kozy Apartments, building owner Eric Ringsred said, his efforts to repair the building to make it habitable have been thwarted by disputes with the city of Duluth and a lack of money. But his latest attempt to reopen the Kozy will be different, Ringsred said.
