Chester Park’s one-man ‘trail machine’ helps restore flood-damaged path

It isn’t unusual to see Duluth’s Dan Proctor on the trail along Chester Creek below Skyline Parkway. But it was unusual to see him there on a recent morning with no shovel or rake or wheelbarrow.
