Second expert says former Duluth doctor conducted unneeded biopsy

There was nothing to indicate Alan Meinershagen was in an emergency situation. It was clear that his condition was improving and more tests should have been conducted rather than subjecting him to a brain biopsy to check for a possible tumor.
