This could have been a terrible tragedy, but by the grace of God it wasn't. Let's hope the justice system does throw the book at this idiot, but if it's like any other drunk driver all they get are fines that they never pay and lose their license, which they could care less about and drive anyway. Insurance costs? They never carry insurance anyway. So what do you do with people who just don't care about any laws of a civil society?

Compressed air does NOT get you high. If that was the case, every scuba diver would be buzzed out of their mind. Something else is going on that's not being reported.
