The Duluth School Board postponed approval of construction plans for Congdon Park Elementary School on Jan. 17. Board member Tom Kasper, who made the motion, said members have been overwhelmed by e-mails and phone calls regarding the school's outdoor plans, which would replace three ice rinks and a warming house with a parking lot.
Other possible plans still are being discussed, and the board plans to revisit the issue in a special meeting by Jan. 31.
