* The Duluth City Council refused to take action last night on a resolution urging that Reserve Mining Co. be allowed to continue dumping taconite wastes into Lake Superior. The resolution was tabled by a 6-3 vote.

* A $6,400 contract award to architect Jon Helstrom to design a new animal shelter was approved yesterday by the Duluth City Council. Cost of the new shelter, to be located near 27th Avenue West and the waterfront, is not to exceed $80,000.

* In a move to make Ironworld self-supporting, officials of the Iron Range Resources and Rehabilitation Board yesterday announced a $100,000 management contract with Mid-America Festivals Inc. Under the one-year contract, Mid-America will manage Ironworld’s entertainment, concessions, advertising and marketing.

* Duluth city crews were out at first light yesterday to scrape up the trash-filled sweepings they spread on two blocks of West Duluth streets earlier this week. The grit had been gathered by street sweepers but hadn’t been sifted before use.
