* The Duluth Business Index for May was 1,235, up 23 points over April but still nine points below the May 1973 index. The index authors say the upturn may indicate a positive trend that will eventually match last year’s level.

* Duluth’s waterfront outlet mall will include a boardwalk extension and public parking but not a public dock when it opens next year. The public boat docks that residents saw depicted in earlier proposed drawings are not part of the financing package.
* The Minnesota Housing Finance Agency has set aside $900,000 to help first-time home buyers purchase homes in Duluth’s Central Hillside neighborhood. The low-interest financing, 6.2 percent for up to 30 years, is available from North Shore Mortgage.
