* The U.S. Supreme Court yesterday refused to reinstate the order of District Court Judge Miles Lord that stopped Reserve Mining Co.’s discharge of taconite tailings into Lake Superior. Under the court’s decision, the company can operate indefinitely.

* The Duluth Planning Commission yesterday denied a special-use permit for a marina on the bay side of Minnesota Avenue between 23rd and 24th streets. Some speakers expressed environmental concerns for wildlife on Hearding Island, located across a narrow channel from the site.

* Officials at the Mesabi Regional Medical Center in Hibbing have proposed more cuts after layoffs of about 40 full- and part-time staff in the past month. Nurses say the cuts are affecting the quality of care.

* Frank Gahl, the new general manager of the Duluth-Superior Dukes, starts in the job tomorrow.
