The Priley Fountain and St. Louis County Courthouse glow in the gathering dark on a recent evening. The Duluth Civic Center courtyard is a green, shady oasis, a popular lunch spot for many downtown workers. It wasn’t always this way. When the late Joseph C. Priley was first elected to the St. Louis County Board in 1956, it was all grass and concrete. On his own initiative he began planting flowers, shrubs and trees around and in the courtyard.
