Traffic fills the intersection of Arrowhead Road and Kennwood Avenue in Duluth Thursday evening. The Duluth planning commission is proposing a change to city’s comprehensive land use plan to set the stage for more commercial development along the west side of Kenwood. The changes also could help United Properties get the zoning it is expected to seek as it pushes a large residential/retail development at the southwest corner of Arrowhead and Kenwood.
